This research is motivated by issues related to the collection and distribution of community aspirations, the lack of synchronization between the Village Consultative Body (BPD) and the village community regarding the community's understanding of the limits of BPD's roles and functions in carrying out its duties, which can be an obstacle to the effectiveness of BPD's work. Therefore, this research was conducted to understand how the implementation of the collection and distribution of village community aspirations by BPD is related to Article 31 Letter b of the Minister of Home Affairs Regulation of the Republic of Indonesia Number 110 of 2016 (in Karyamukti Village, Pataruman District, Banjar City), and what obstacles and efforts are made to overcome these obstacles. The research method used in this thesis is descriptive analytical, which is a way to solve problems or answer the issues at hand by collecting data, classifying data, analyzing data, and concluding with the aim of creating an objective depiction of a situation. The results of this study show that the implementation of the collection and distribution of village community aspirations by BPD, related to Article 31 Letter b of the Minister of Home Affairs Regulation of the Republic of Indonesia Number 110 of 2016 (in Karyamukti Village, Pataruman District, Banjar City), in carrying out its duties and functions still faces challenges. Some BPD members are less active in collecting and channeling community aspirations. Additionally, there is a low level of awareness and knowledge among the village community about the importance of conveying their aspirations through BPD. The community often does not understand their rights to participate in the decision-making process and how to use the mechanisms provided by BPD. BPD needs to work on informing the community about its function as a channel for community aspirations because many people in the field do not understand what BPD is and what its function is. The community only knows that the aspiration collection process is carried out by village officials, whereas it is actually BPD that collects community aspirations. In this case, BPD needs to improve community understanding of its role in collecting and distributing aspirations. This can be done by holding meetings, village discussions, and providing guidelines that include steps for gathering aspirations, data management, setting priorities, planning follow-ups, and evaluation.
